Plurilingualism is a sort of reformative policy of language teaching devised by the Council of Europe for the promotion of the linguistic competence among European citizens and the preservation of the cultural diversity in the European Community. In this study, the definition of plurilingualism is reviewed to investigate what the concept clearly implies and how it can be developed related with the teaching of English as an international language. The status of English as a second language has been challenged by European languages at least in the European Community, accordingly a new status of English as an international language (EIL) is suggested to be re-established in the language education curriculum with the basis of plurilingualism by the Council of Europe. As English is still enjoying the privilege of the position of lingua franca in the global society, and expanding its territory all over the world, English education should be still emphasized in the European education curriculum with running parallel with the education of the European languages. This study might give some insights and challenges to the strategic development of ELT curriculum in the context of our country.
