이 논문은 정치에 대한 과학적 사고능력의 발달을 목표로 하는 인지능력 중심의 정치교육이 지닌 한계를 분석하고, 하나의 대안으로서 행위성향 중심의 정치교육에 대해 탐구한다. 인지능력 중심의 정치교육이 가정한 것과 달리, 정치현상이나 정치문제에 대한 과학적 사고능력이 실제의 정치행위로 그대로 나타나지 않고, 정치에 관한 지식의 획득이 민주적인 정치행위의 실천을 보장하지 못한다. 그렇다면 다른 관점에서 접근하는 것이 필요할 것이다. 정치생활에 능동적으로 참여하고 정치행위를 지속적으로 실천하는 민주시민을 기르기 위해서 정치교육은 정치적 행위성향의 습득을 목표로 하고 행위의 교육을 중심으로 사고의 교육을 통합하는 것이 요구된다. 정치교육에 대한 행위성향 중심의 접근법은 아리스토텔레스의 덕이론, 오크쇼트의 행위론, 심리학의 연구결과에 근거하여 제시된다. 행위성향 중심의 정치교육은 학생들이 흥미를 갖고 실제 경험할 수 있는 체험 프로그램을 제공함으로써 능동적인 민주시민을 육성하는데 더 효과적이고 나아가 민주정치를 발전시키는데 크게 기여할 것이다.


This article is to inquire into limits of political education centered on cognitive ability(PECCA) and on the integrative perspective searches for political education centered on action-disposition(PECAD). PECCA presupposes consistency between scientific thinking with political action and consistency between political knowledge with political action. But scientific thinking on the political phenomena and problems is not straightly linked to political action in actual contexts. political knowledge separated from political life does not directly indicate political action. Consequently PECCA fails to bring up democratic citizen who participates in political life voluntarily and puts political thinking and understanding in practice constantly. Therefore for bringing up democratic citizen political education must purpose to cultivate political action-disposition rather than scientific thinking ability and integrate teaching of reflective thinking into teaching of political action. This PECAD founds on theory of virtues by Aristotle, theory of action by Oakeshott, results of psychology's researches. PECAD motivates pupils to take part in political education and contributes to bring up democratic citizen effectively.
