Most of terrorist attacks which occurred in South Korea were committed by North Korean communists. There were also many South Koreans who were kidnapped by North Korean agents in foreign countries. Under these circumstances, North Korea must have been placed at the top of the list of terrorist countries. Following the historic June 15 declaration made by the former president Kim Dae-jung, he declared that there would be no more war in the Korean Peninsula. Unfortunately, no one can make it clear that there will be no attacks by North Korean terrorists. It is also clear that North Korean side insists that they are not related to any kind of terrorism occurring in South Korea. Even they hope that communists will be boosted up on the South Korean soil with the recent favorable environments. Nowadays many nationals from the northeastern areas of China have entered South Korea and living here. During the past 5 decades, North Korean leadership has tried to change its tactics for terrorism. So we expect them to use pro-communism figures and Chinese compatriots and have linkage with overseas terrorist groups in order to undermine South Korean society. North Koreans are likely to use explosives, chemical and biological weapons and attack diplomats, businessmen, tourists and overseas compatriots in foreign countries. Therefore, we need to seek countermeasures against possible attacks in the three aspects. First, so-called Anti-terrorism Act must be enacted as soon as possible. Second, it is urgently needed to draw a policy in order to prevent terrorist attacks. Third, diplomatic means must also be sought to this end. We must positively respond to any possible terrorism by both North Korea and third countries until it is clearly proved that the South-North reconciliation develops into a phase of unity stimulated by true passion toward peace.
