A primary inquiry of this study is to question the government’s policy efficiency and effectiveness in the midst of environmental complexity intensified and a variety of determining factors increased in terms of the dimension, type and level in international politics. It problematizes the participatory government’s peace and prosperity policy and reviews the direction for improvement, policy alternatives and future prospects. Theoretically, a governance theory is utilized to extend the public network externally and consolidate democratic procedures internally. It is to establish a participatory network, advancing concepts addressed by Habermas(like public spheres) and Lowi(like interest-group politics), in the North Korea and unification policy. This paper contends that the government needs to institutionalize “a participatory policy network” for peace and prosperity in Northeast Asia(i.e., Northeast Asian Participatory Network for Peace and Prosperity).
