이 연구는 정착지원이라는 도구적 가치를 넘어서 일관된 탈북민 정착정책의 새로운 가치와 전략을 모색하기 위한 것이다. 이를 위해 거버넌스를구성하는 각 행위주체- 통일부, 재단, 탈북민리더,지역거버넌스 구성원들이 탈북민 정착정책의 네가지 쟁점- 탈북민 개념, 정착청사진, 정책우선순위, 서비스 전달체계-에 대해 어떤 인식을 가졌는지 FGI와 인터뷰를 통해 조사하였다. 논의결과, 거버넌스 구성주체들은 탈북민의 개념과 누가 전달체계를 맡아야 할 지에 대해서는 의견 차이가 컸으나, 정착청사진과 정책우선순위에있어서는 구성원간의 인식공유가 잘 이루어지고있었다. 특히 쟁점이 되었던 부분은 전달체계를 누가 담당해야 할 지였는데, 중앙정부안, 재단안, 지방정부안, 민간안 -네 가지 전달체계 모형을 두고각 주체들 간에는 의견의 차이가 컸다. 북한이탈주민 지원재단은 통일부의 수탁기관이며 전달체계의중심임을 자임하였으나, 지역거버넌스의 행위주체들은 중앙정부든 지방정부든 정부가 직접 그 역할을 맡는 것이 바람직하다고 보았다. 하나센터 역시민간이 전달체계의 허브역할을 맡아야 한다고 생각하고 있었다. 이와 같은 연구결과는 탈북민 정착사업에 있어거버넌스 주체들 간에 탈북민 개념과 전달체계를둘러싼 시각차이가 상당히 크다는 점과 향후 관련논의가 필요하다는 점을 시사한다.
This study was conducted in order to find new values and strategies of consistent North Korean Migrants settlement policies going beyond the instrumental value of settlement support. For this purpose, we surveyed through FGI and interviews how the four issues of North Korean Migrants settlement policies --the concept of North Korean Migrants, settlement blueprint, policy priority, and service delivery system --were perceived by the actors of governance --the Ministry of Unification, foundation, North Korean Migrants leaders and local governance members. According to the results of discussion, the actors showed a large gap in their opinions on concept of North Korean Migrants and on who should take charge of the delivery system, but they shared common perceptions concerning settlement blueprint and policy priority. The particularly controversial issue was who should take charge of the delivery system, and the actors had quite different opinions on the four delivery system models -central government model, foundation model, local government, and private sector model. The North Korean Migrants Foundation professed that it is the center of the delivery system commissioned by the government, but the actors of local governance viewed that it is desirable for the government, whether central or local, to play the role by itself. The Hana Center also believed that the private sector should play the role of the hub of the delivery system. These results suggest that the actors of governance have quite diverse views over the concept of North Korean Migrants and the delivery system in the North Korean Migrants settlement program and further discussions are necessary on related issues.
