在政治意志主导电影走向的大环境下,合拍片的路能走多远我们尚未可知,但我们能期望的便是,无论在自家门前种菜还是在别国后院拍片,电影人都要拿出同样的诚意来,这才是合拍片要赢得人心的第一步。至于诸多电影人提出的建议,比如有人提出针对纯粹投资海外题材影片的中国企业,虽然不必给予合拍片资质,但可以有一些诸如减免税收、补助专项资金等鼓励措施;而符合合拍规定的影片和企业,则可以有进一步的减免税、更高的分账比例等待遇;至于纯粹的境外电影,如果在中国出外景、外包后期制作等,也可以相应提供一些优惠奖励措施;也有人指出合拍片的版权归属问题能否再规范化一些。对此,我们只能希望2014年出台的《中韩关于合作摄制电影片的协议》,从制度设计到操作实务,研讨出更多切合实际的合拍规则。也只有这样,“中韩合拍”才能真正走出国门,登上世界舞台。


At politically led circumstances, the progress of Korean-and-Chinese made film is unforeseeable. What we want is whether in China or foreign countries, when film professionals become one mind, Korean-and-Chinese made film would meet with a favorable reception. Many film professionals suggest that we should invest films based on a foreign motif. Even though we can not make fund support, we should reduce taxes or collect funds instead. We also should give taxe favor or make debt redemption for the film and enterprise that is accord with the codes of joint production film at a high rate. Likewise, we could enlarge incentive for 100% pure foreign made film, i.e., oversees location film or outsourcing film. Some people indicate that we should normalize the adaptation of publication right. We should pay attention to Agenda between the joint venture film Korea and China(2014). Much is expected of discussion from system design to operating practice. This is one way to Korean-and-Chinese made film open international arena.
