본 연구는 정책학과 행정학의 주요한 이론 패러다임중 하나인 거버넌스와 정책네트워크 이론을 바탕으로 통신기술표준 선정 메커니즘을 분석하고 나아가 정책 환경과 정책네트워크의 관계, 정책네트워크와 정책변동의 관계를 분석하고자 하였다. 연구방법론은 질적인 사례비교 연구를 통해 한국의 IT산업에서의 정책네트워크 구조의 특성을 분석했다. 연구에서는 주요 한국 IT산업 정책결정과정이 정책네트워크의 결과로서 선택되고 있음을 확인했다. 이러한 특성은 기술표준과 사업자 선정이라는 정책결정과정의 산업적 특성이 반영된 때문으로 분석된다. 중요한 함의는 IMT-2000과 무선인터넷 플랫폼 위피의 정책네트워크가 차별적으로 작동했다는 점이다. 그리고 정책네트워크가 구축될 경우, 정책결정과정의 어려움은 존재하지만 결과적으로 이해당사자 간의 협의와 조정, 갈등과 상호작용을 통해 기술표준의 정당성과 기술공급, 기술학습 획득에 영향을 준다는 점에서 긍정적인 기능을 한다.
This study aims to analyze the policy network of policy decision process in the Korean IT industry. In general, the policy network theory is useful for policy decision process analysis. Using the policy network theory, I analysis the mechanism in the IT industry has a variety of policy process. A research methodology is comparative study of the qualitative. So research cases is the IMT-2000 and WIPI(Wireless Internet Platform for Interoperability) policy process. And there are general conclusions which can be drawn from the analysis.
