본 연구의 목적은 재가노인복지에서 사례관리 인식 혼란의 원인과 실태를 파악하고, 나아가 사례관리 활성화를 위한 각 주체의 역할을 구분하여 제시하고자 하였다. 이를 위해 질적 연구인 근거이론 방법을 적용하여, 대구광역시의 재가노인복지시설장 8명을 대상으로 심층면접을 시행하였다. 면접 내용을 개방코딩한 결과 총 138개 개념으로부터 24개 하위범주와 9개 범주를 추출하여 패러다임을 구성하였다. 연구 결과, 사례관리 인식 혼란의 요인으로는 사례관리를 질적으로 하기 위한 대상자 선정 기준은 모호한데 사례관리의 대상자 수는 양적으로 할당되는 것, 기관 간 협력은 강조되는데 경쟁구조는 강화되는 것, 정부는 민간기관에만 사례관리의 책임을 넘기는데 민간기관은 서비스제공자와 사례관리자 사이에서 역할에 대한 기준이 모호한 것, 노인과 부양가족 등의 욕구가 다를 때 우선순위 기준이 모호한 것 등으로 나타났다. 본 연구를 통해, 재가노인복지사업에서 ‘사례관리의 인식 혼란’은 ‘사회복지의 접근과 기준의 변화로 야기되고, 사례관리 대상과 역할의 모호성으로 가중되며, 사례관리 주체의 경험과 역량에 따른 의지에 크게 영향을 받고 있는 상태’라는 핵심범주를 추출하였다. 그리고 표준화와 체계화 과정을 통해 사례관리의 혼란이 해소되어야, 전달체계의 경제성․사회복지사의 전문성․이용자의 삶의 질이 높아질 수 있는 것으로 나타났다.
The purposes of this study were to investigate the causes and current state of confusion with the perceptions of case management in the field of home care service for the elderly and to distinguish the roles of each subject for the activation of case management. For those purposes, the investigator applied the grounded theory approach, a qualitative research method, and conducted in-depth interviews with eight heads of home care service facilities for the elderly in Daegu Metropolitan City. This study identified the following core category: in the field of home care service for the elderly, "need for case management is on the rise due to changes to the social welfare approaches and criteria. There is confusion under the influence of will with the strong presence of ambiguity. If the confusion is resolved with standardization and systemization, case management will serve as an important practice method of social welfare to promote professionalism, economy, and quality of life."
