The purpose of this study is to find a way to Increasing the Linkage Between Mid-term Defense Plan and National Fiscal Management Plan. As the National finance law was established, the National Fiscal Management Plan will carry legal binding force. Also the Mid-term Defense Plan had gap with annual-defense budget. This difference has been caused significant problems in the military building-up. In resolving such problems, firstly, role of Mid-term Defense Plan should be changed. The Mid-term Defense Plan has a role that suggest the direction of distributing defense finance. Secondly, in order to increase the credibility of Mid-term Defense Plan should control its producing period including operating period in relation to National Fiscal Management Plan. Thirdly, defence budgeting system has to turn to the Top-down budgeting system. Throughout such changing, the Mid-term Defence Plan ensure the credibility and military building-up shall meet successful military building-up policy objectives.
본 연구는 정부의 재정개혁의 일환인 국가재정운용계획이 국가재정법에 의해 구속력이 강화됨에 따라 국방중기계획과의 연계성을 강화하여 국방중기계획과 국방예산편성체계의 실효성을 강화하는데 그 목적이 있다. 현재의 국방중기계획이 실제 예산과의 차이가 발생함에 따라 그 실효성이 저하되고 군사력 건설정책에 심각한 저해요인으로 작용하고 있다. 이러한 문제를 해결하기 위해서는 첫째, 국방중기계획의 역할과 위상을 단년도 예산편성의 기준에서 벗어나 중기국방재원의 배분의 방향성을 제시하는 것으로 변화시켜야 한다. 또한 국방중기계획의 작성 순기 및 대상기간을 국가재정운용계획과 연계하여 조정하여야 한다. 마지막으로 정부의 예산편성제도를 Top-down 예산편성체계로 전환하여 국방중기계획의 신뢰성 확보와 함께 군사력 건설정책의 구현을 보장할 수 있는 방안을 도출하고자 한다.
