This article presents historical organs and evolution of U.S.-R.O.K. mutual defense treaty and U.S. nuclear umbrella policy for South Korea. U.S. nuclear umbrella policy for South Korea was actually emphasized on deterrence to curb North Korea’s invasion intention toward South Korea rather than real military use. But actual execution under certain specific condition is more important rather than declared commitment. U.S. nuclear umbrella power for South Korea seems to belong to U.S.-R.O.K actual relations and speciality rather U.S. nuclear umbrella commitment or U.S.-R.O.K. mutual defense treaty. As long as North Korea wants to keep nuclear weapons, it is more possible that they will use them for political effect. North Korea will press U.S. withdraw military invention and demand South Korea to accept their peace treaty option through nuclear warfare terror. Because problems of North Korea nuclear weapon abolition are linked with korean peninsula cease fire system & peace treaty transformation and U.S.-R.O.K alliance relations, more time and period need to be solved. Consequently we have to be dependent upon U.S. nuclear umbrella policy to confront North nuclear threat until those problem solved. R.O.K. can achieve non-provocative deterrence to curb North Korea not to use North Korea nuclear weapon, when we have NCW high tech precision war potential power to compel North Korea unacceptable damage. R.O.K. need to take minimum readiness by adopting hedgehog wisdom rather than depending entirely on U.S. nuclear umbrella policy.
본 논문은 과거 한미상호방위조약의 역사적 기원과 미국의 핵우산 공약의 구조, 성격, 핵우산 공약의 선택 범위를 고찰하였다. 미국의 핵우산 공약은 핵무기를 실제 사용하려는 군사적 목적보다는 핵무기를 배경으로 북한의 남침공격 욕망을 억지하려는 성격이 강했다. 그러나 선언적인 공약보다 오히려 실제 어떤 조건에서 실행될 수 있느냐가 더 중요하다. 한국에 대한 핵우산은 상호방위조약이나 핵우산 제공 공약보다 실제 한미 간의 특성에서 판단해야 할 문제이다. 북한이 핵무기를 가지고 있는 이상, 이를 정치적 영향력에 활용할 가능성은 매우 높다. 북한은 미국에게 군사개입을 철회하도록 압박을 주며 한국에게는 핵전쟁 공포를 유발시켜 그들이 주도하는 평화협정을 받아들이도록 요구할 것이다. 북한 핵무기 폐기는 한반도 정전체제의 평화체제로의 전환, 한미동맹 관계의 변화 등과 연계되어 있어 다소 기간이 소요될 것이다. 그때까지 우리는 미국의 핵우산 공약에 의존하여 북한의 핵위협에 대비해야 한다. 한국은 첨단정밀전력을 확보하여 북한에게 수용하기 어려운 피해를 가할 수 있을 경우에는 북한의 핵사용을 자제하도록 강요하는 비도발적 억지를 달성할 수 있다. 한국은 미국의 핵우산 제공 공약에 전적으로 의존하기보다 고슴도치의 지혜를 빌려 최소한의 대비태세는 갖추어야 할 필요가 있다.
