“국방개혁 2020” 추진의 일환으로 마련된 병역정책 개혁안은 목표연도를 2020년에 두다보니, 2020년대 병역환경에 대한 고려가 다소 미흡한 부분이 있다고 본다. 따라서 본 연구에서는 2020년대의 병무환경도 포함하여 병역정책의 바람직한 발전방향을 설정하는 데 중점을 두었으며, 그 발전방향은 병역관련 영역 중에서 가장 핵심적으로 이슈화되는 영역에 대해서만 제시하였다. 핵심적인 이슈로는 모병제로의 전환 요구, 현역병 복무기간 조정에 대한 요구, 유급지원병 제도에 대한 요구, 사회복무제도에 대한 요구, 여성의 병역의무와 군의 다인종․다문화 수용 여부, 종교적 병역거부에 대한 대체복무 도입 여부 등 6개로 설정하였다.
The military service reform policy developed as a part of the Military Reform 2020 seems negligent of possible changes in military service environment of the 2020’s. This study is to find desirable development directions of the mid-long term military service policy fit for the military service environment in the 2020's. It focuses only on the core issues of the military service policy: the core issues are (1) converting the conscription system to the all-volunteer system, (2) adjusting the period of service for an enlisted man, (3) improving the paid volunteer system, (4) improving the alternative service system, (5) expanding the conscription system to include women and multiracial/multicultural people, (6) developing an alternative service system for conscientious objector.
