상비전력과 마찬가지로 예비전력 발전 역시 ‘국가 및 안보 정책지침과 전략적선택이슈,’ ‘안보환경을 포함한 관련 변수’들이 상호 밀접히 연관되어 있어, 장기국가 군사전략적 수준의 군 전투력 극대화 관점에서 포괄적인 접근방법으로 방향성을 가지고 발전을 도모하여야 한다. 그러므로 ‘미래 예비전력은 어떻게 발전되어야 하나’라는 측면에서 예비전력의 역할을 명확히 식별하고 효과적인 운용체제의 장기적 발전방향 등에 관한 방향성 있는 연구는 예비전력 발전 연구의 근간을마련할 수 있다는 점에서 무엇보다도 필요할 것이다. 본고는 거시적인 수준에서내외적 전략적 환경 및 여건 변화를 고려하여 예비전력에 대한 역할을 재정립하고 효과적인 예비전력 구현을 위한 체계, 조직, 절차 등 체제의 상승작용적인 핵심과제 식별과 이에 대한 포괄적 발전방향을 제시하고 있는바, 본고의 결과물들은 새로운 환경에 보다 능동적이고 적극적으로 적응할 수 있도록 하는 실천적인예비전력 발전을 모색할 수 있는 토대를 제공할 수 있을 것이다. 특히 본고는전작권 전환을 전후한 중･단기적 관점뿐만 아니라 장기적 관점의 안보역량 강화와 군 전투력 극대화 측면에서 예비전력의 임무영역을 정립하고 임무영역의 실효적인 구현 방안을 마련하기 위한 핵심과제와 발전방향을 제시하고 있다.
Given that development of reserve forces is mutually related, like that of standing forces, to numerous variables including national and security policies guidance, issues of strategic choice, and security environment, the development should take a comprehensive and isotropic approach aiming at a maximization of military combat power at a long-term national military strategy level. In respect that it lays the foundation for the development, it is important at this point to proceed a study that identifies strategic roles of the reserves and establishes long-term directions for development of effective operating systems in the ROKAF reserve forces. From a macro perspective considering internal and external strategic environments, this paper proposes re-established strategic roles of reserve forces, identifies core issues, and finally presents directions for development of reserve forces in the hope of providing a cornerstone from which the ROKAF reserve forces find a way to develop more proactive and adaptive capability in the future.
