현대 미디어 특히 방송에서 콘텐츠로서 스포츠의 위상이 높아지면서 스포츠 중계권은 치열한 경쟁대상이 되고 있다. 이렇게 스포츠 중계권의 중요성이 점차 높아지면서 이해관계자들의 갈등도 늘어가고 있는 상황이다. 이러한 갈등 및 그로 인한 분쟁해소는 당사자 간 자율조정이 최우선이나, 현재 우리의 상황은 정책적 개입이 시급함을 역설하고 있다. 이에 본 연구는 현재 그리고 향후 첨예하게 부각될 스포츠 중계권 관련 분쟁을 예방할 수 있는 정책대안을 모색하고자 하는 데 목표를 두었다. 그 정책방안으로 인기스포츠에 대한 보편적 접근권 제도 도입의 타당성을 검토하였고, 그 방향을 제시하였다. 이러한 보편적 접근권 도입을 통해 시청자의 권익보호(보편적 접근권 보장으로 인한 시청자의 볼 권리 보호, 과도한 중복편성의 방지), 건전한 방송시장질서의 구축(매체 간 균형발전), 국부유출의 최소화 등의 정책목표 실현이 가능할 것으로 기대된다.
Today, sports broadcasting rights is becoming acute competition factor. As importance of sports broadcasting rights rises gradually, dispute of stakeholders is being on the increase. Nevertheless, self-correcting between players concerned regarding dispute highest priority, current situation is enforcing that political intervention is pressing. Hereupon, this study puts target to deduce the policy alternative whether will have to intervene broadcasting rights dispute how present and hereafter. Concretely, We propose Universal Access system as policy to prevent beforehand broadcasting rights dispute. We are expected that following policy target realization is possible through this policy practice.: Viewer’s interests protection(viewer’s right protection by Universal Access Right guarantee, prevention of repetition broadcasting), wholesome broadcasting market order construction (balanced development between media), minimization of outward flow of foreign currency, etc.
