이 연구는 최근 각 지방자치단체에서 경쟁적으로 개최하고 있는 지역축제가 농촌지역 활성화에 미치는 영향을 사례 지역축제를 통해 파악하고, 이러한 지역 활성화 영향이 바람직한 지역축제의 육성 및 지원에 어떠한 시사점을 줄 수 있는지에 관한 내용이다. 이를 위해 이 연구에서는 우선, 지역축제의 기능과 역할을 파악해 지역축제로 인한 지역 활성화 정도를 분석할 수 있는 틀을 제시했다. 또한 평창 효석문화제를 사례축제로 선정하여 이 축제의 개최 내력, 개최 과정, 지역경제 활성화 영향, 사회문화적 영향, 환경 및 지역이미지개선 효과 등을 현장조사, 설문조사, 심층면접 등을 통해 파악했다. 조사결과 효석문화제의 지역경제 활성화 측면에서는 지역의 역사적 인물인 이효석과 그의 문학작품의 대표 소재인 메밀꽃과 전원풍경의 복원을 통해 많은 관광객을 유치하는 데 성공했을 뿐만 아니라 메밀음식 등의 판매 호조로 지역경제에도 긍정적인 영향이 있는 것으로 파악됐다. 사회문화적 측면에서는 효석문화제로 인해 지역민들은 지역에 대한 자긍심과 애착심 등이 이전에 비해 훨씬 증가한 것으로 조사됐다. 마지막, 환경 및 지역이미지 측면에서 봉평 지역은 타 지역에 비해 대외적인 평가가 향상되고 지역의 문화적, 산업적 가치가 향상된 것으로 파악됐다. 하지만 축제 추진 과정에서 여러 가지 문제점도 발견됐다. 특히, 효석문화제의 핵심 소재라 할 수 있는 메밀밭의 허술한 관리와 음식점 등의 난립으로 마을 경관의 훼손이 가장 큰 문제점으로 대두되고 있다. 따라서 이 연구에서는 이러한 문제점을 보완하기 위해 지역 자체의 종합적인 관리체계 구축의 필요성과 이를 뒷받침할 수 있는 법적, 제도적 지원의 필요성을 제기했다.

This study ultimately aims at suggesting alternative policies for the development of local festivals. In doing so, this analyses the effects of local festivals on the improvement of local economies in terms of social, cultural, economic and environmental factors and regional image. This study used of various quantitative and qualitative research methods including literature review, statistical analysis of local festival data, and field and questionnaire surveys. As a case study, a questionnaire survey was carried out to the residents in Bongpyeong county so that it found out the effect of Hyoseok cultural festival on the Bongpyeong economy. This study carried out field surveys and in-depth interviews with residents in a case study region. This study found the followings. In the case of Hyoseok cultural festival in Pyeongchang, it not only succeeded in bringing in tourists by the use of the writer, Hyoseok lee, but also improved the region as a center of regional culture. However, due to the success, it have had a pressure of development that is destroying local landscape and the buckwheat field which were main scenes of the Hyoseok Lee's novels. In conclusion, it presents the implication and suggests the future direction of the policies. The policy recommendation includes the ways to support local festivals in order to develop rural economies and agricultural production.
