본 연구에서는 지방정부 홈페이지를 평가하여 공공대응성 향상을 위한 가이드라인 설정에 참조할 수 있는 기초정보를 탐색해보고자 하였다. 특히, 전자정부 하에서 지방정부는 홈페이지를 통해 지역주민간의 대응관계를 향상시킬 수 있다는 선행논의들을 참조하여, 홈페이지 평가, 공공대응성 등에 관한 논의를 검토하였다. 그리고 주민들의 의식을 보다 정확하게 파악해보기 위하여 중요도-성취도분석(IPA)을 실시하였다. 그리고 실증분석 결과를 토대로 지방정부의 공공대응성 향상을 위한 홈페이지 관리의 프레임워크를 제시하였다. 분석결과, 중요도와 만족도를 고려해 볼 때 지방정부의 공공대응성 향상을 위한 집중적 개선이 요구되는 홈페이지 관리사항들로서는 ‘지방정부의 빠른 응답속도’, ‘자주 요청되는 질문에 대한 답변성’, ‘의견/건의사항 게시판에 잘 제공’, ‘정보를 찾기 위한 검색/탐색기능’, ‘지방정부와 유연한 커뮤니케이션’, ‘원하는 정보의 신속한 탐색’ 등으로 분석되었다. 홈페이지 관리를 통한 지방정부의 공공대응성 향상을 위해서는 본 연구에서 제시하고 있는 분석결과의 프레임워크를 기초정보로 활용하는 것도 중요하겠으나, 이를 뒷받침하기 위한 지방정부의 전략이 수립되어야 할 것으로 판단된다. 이러한 전략의 실효성을 확보하기 위해서는 전담팀을 구성, 운영하고 지방정부 관리층(도지사, 시장 등)의 지원 및 관심, 재정적 지원의 뒷받침이 필요수적이다. 또한 홈페이지 시스템의 개발, 운영관리, 조직 등과 관련된 사항을 제도에 규정하고, 장기적이고 종합적인 관점에서 지방정부의 홈페이지를 전략적 차원으로 접근, 평가함으로써 보다 건실한 홈페이지 유지, 관리가 가능할 것으로 판단된다.
