서양 심리철학과 동양의 유식론과 연기설 등이 논의하는 정신적 인과관계를 범학제적 특성을 가진 정책이론의 인과관계에 적용하여 설명할 수 있을 것인가 하는 의문과 관심을 제기하면서, 본 논문은 아직까지 미지의 분야인 정책에서의 정신적 인과관계를 정의해 보았다. 그리고 이에 따라서 정책에서 정신적 인과관계가 논의되지 못한 원인과 정책지식과 정책실용에서 정신적 인과관계의 필요성을 제시해 보았다. 정책의 사상과 철학 등이 정책의 실천적 행위에 의한 정책결과에 인과적 효력이나 영향력을 행사한다는 전제에서 정신적 사건의 결과로 구체화되는 정책을 집행하고 실천하여 발생되는 정책결과를 설명하는 것으로 정책의 정신적 인과관계를 정의해 보았다. 왜냐하면, 정책 그 자체를 독립변수로 하는 물리적 인과관계로만 설명해서는 정책학을 절반으로 이해하는 수준이기 때문이다. 따라서 본질적으로 정신적 사건이고 일(사태)인 정책을 정책주체의 정책정신 또는 정책이나 정책결과와의 인과관계 또는 정책의 정신과 정책실현 등과의 심(心)․물(物) 또는 심․심의 정신적 인과관계를 설명할 수 있어야 정책학은 인간중심의 이해에 의한 정책이론을 정립할 수 있을 것이라고 보았다. 나아가 정책실용에서도 정책주체의 도덕적이고 윤리적 책임성을 정신적 인과관계로 설명할 수 있어야 정책의 정당성과 존재의 가치를 실현할 수 있을 것이다. 그러나 아직까지 정신적 인과관계 그 자체도 더욱 발달되어야 할 분야이고, 동시에 유식론이나 연기론 등이 설명하는 정신적 인과이론이 보편화되지 못한 현실에서 정책에서의 정신적 인과관계의 연구가 앞으로 방법론적으로 뿐만 아니라 인식적이고 이론적으로도 체계적으로 발달되어야 할 것이다.

Raising a research question on how mental causation theories studied in communities of mind philosophy and in oriental philosophies of vijnaptimtra, paticcasamuppada can explain to develop policy mentality, this paper tried to define policy mental causation; policy stakeholders' mental capacities and ideas lay down to policy programs, and policy goals come true into reality; and if mental properties can be explained by physical events and affairs argued by reduction philosophers, mental ones between policy mentality and/or image, policy effects and/or performance also be explained in mental world. Secondly, policy theories developed and accumulated by physical causation in western hemisphere during the 20 century have limited abilities to explain the policy practice because policymaking itself be a mental event and creative artifact by policymakers. Then some oriental mental philosophies and causation theories can apply to policy theories to study the mental causation in both policy theory and practice. Thirdly, this study can contribute both in theoretical and practical paradigms to a policy world; policy theories enhancing human dignity and progress can be developed by the mental policy causation for explain multidimensional structures of the mental world; and in practice, the mental policy causation can rule for policymakers' responsibility. Thus, the next research agenda on this issue might be methodology and discourse analyses of the mental theories in policy communities even we cannot ignore the physical causation methods; and how the oriental causation theories can contribute to both methodologically and theoretically in the policy world.
