본 연구는 우리나라 지방자치제도 실시 20년 주년을 맞이하여, 대의민주제도로서의 한국지방의회제도를 되돌아보고, 지방의회가 그동안 수행해 온 의정활동 20년을 간략히 검토하였다. 그리고 이러한 과거의 회고를 통해 향후 지방자치발전과 지방의정기능의 선진화를 위해 지방의회의원들이 어떤 역할을 수행해야 할 것인지를 검토해 보았다. 그리하여 첫째 국정의 대의제원리와 헌법의 지방자치제도의 제도적 보장내용을 중심으로 현재 우리나라 지방의회제도의 실태와 문제점을 검토하였다. 둘째 지방자치제도 실시 20년에 즈음하여 특히 지방의회의 의정활동 20년을 뒤돌아보고, 의정활동의 결과를 중심으로 긍정적 측면과 부정적 측면으로 나누어 검토하였다. 셋째 선진한국의 미래상을 염두에 두고 지방의회기능의 선진화를 위해 향후 지방의원들이 반드시 염두에 두고 수행해야 할 역할과제들을 대상별로 검토하고 제시하였다.
This study is on the retrospects of local council activities which have been performed for last twenty years, since Korea local autonomy system came into effect. Through the retrospect of the past, this study examines the local councilor’s future roles and activities for better local autonomy development and for the advancement of local council functions. To perform the purpose of this study, I examined the following three points of view. The first, I reviewed real conditions and problems of current Korean local autonomy system, focused on the principle of modern representative democracy and the content of institutional guarantee in korea constitutional law. The second, I examined the results of local councilor's activities for last twenty years in the positive and the negative aspects. Finally, I examined the future role assignments of local councilors to central government, their citizens and local government to advance the functions of Korean local council.
