지방행정에 대한 주민참여는 행정의 민주화뿐 아니라 행정의 효율화와 행정의 목표달성 및 행정이 추구하여야 하는 복잡한 사회․경제의 전반적인 문제 해결을 위하여 반드시 필요한 것이다. 따라서 본 논문에서는 어떠한 제도를 통해 지방자치제 하에서 주민참여를 실질적으로 증진시킬 것인가? 라는 문제제기를 통해, 책임성과 안정성의 균형을 중심으로, 다양한 문제에 대한 시민의 참여를 도모하기 위한 지방자치단체의 주민 참여 활성화를 위한 발전적 방향을 모색하고자 하였다. 이러한 연구목적을 달성하기 위해 본 연구는 지방자치 전문가를 대상으로 FGI를 통해 Trend Key Word를 발굴하였으며 이 과정에서 AHP조사 및 시나리오 기법을 이용하여 지방자치에서 주민참여를 진작시킬 수 있는 대안을 모색하였다. 이러한 과정을 통해 본 연구에서는 주민참여 활성화를 위한 제도적 과제로서 행정참여제도의 개선, 성숙한 시민사회 구축, 주민참정권의 확대, 지역공동체 활성화로 4가지로 나누고 그에 대한 세부 정책과제의 중요도를 분석하고, 미래에 바람직한 운영을 위한 시나리오를 작성하였다. 주민참여가 활성화되어 실효를 거두기 위해서는 위에서 도출된 제도적 과제들을 실현하여 주민참여를 통한 진정한 지방자치를 구현할 수 있어야 할 것이다.
Participation of residents in local administration is necessary to achieve democratization, efficacy and goal of administration and to solve general issues of complicated society and economy that administration needs to pursue. Thus, this study aims to find an expansive direction for vitalizing resident participation oflocal autonomous entity in order to promote participation of citizens about various issues, focusing on balance of responsibility and stability, through suggesting a question’in what system will resident participation be practically enhanced under local autonomy?’This study found Trend Key Word from experts of local autonomy through FGI to achieve such study purpose, and during this process, the study found an alternative to stimulate resident participation in local autonomy by using AHP research and scenario method. Through this process, the study classified systematic tasks to vitalize resident participation into improving administrative participation system, establishing mature civil society, expanding resident political rights, and invigorating local community. And the study analyzed importance of detailed policy task about it and created a scenario for desirable operation in future. In order for resident participation to get activated and produce actual results, true local autonomy must be realized through resident participation by implementing the systematic tasks found above.
