이 연구의 목적은 강원도의회 의정활동을 역대 의회별 특성과 함께 의회 기능적 차원에 기초해 의정활동 의 성과를 분석 및 평가해 보는데 있다. 강원도 지방의회의 부활로 시작된 제3대 의회부터 제8대 의회까지 시계열적 비교·분석을 통한 평가의 결과는 다음과 같다. 첫째, 강원도 역대의회 중 제8대 의회가 가장 높은 종합점수를 보였고, 해가 거듭할수록 의회기능 및 의 정활동의 평가점수가 높아지고 있다. 둘째, 최근의 제8대 의회는 의결기능, 입법기능, 통제기능 모두에서 최 고 점수를 획득하였다. 제3대 의회는 주민대표기능이 가장 최고 점수를 보인 것으로 나타났다, 그리고 대체 로 입법기능은 제7대 의회, 통제기능은 제5대 의회가 상대적으로 의정활동의 점수가 높았다. 셋째, 의회 기 반과 의정활동을 분석 해 본 결과, 의회의 기반과 의정활동이 모두 높은 유형은 제8대 의회이고(제Ⅰ유형), 의회의 기반이 낮은데 비해 의정활동 높은 유형은 제3대 의회였다(제Ⅱ유형). 또한 기반이 높은데 비해 활 동이 낮은 유형은 제6대 의회이며(제Ⅲ유형), 의회기반과 의정활동이 모두 낮은 유형은 제5대 의회로 나타 났다(제Ⅳ유형). 이 성과평가의 결과에 따라 지방의회의 기반측면뿐만 아니라 지방의원들의 의정활동을 개 선할 수 있는 적절한 대안이 필요하다.
The purpose of this study is to evaluate council's function and activities of the Gangwon Provincil Council in a time series context. Especially, this study is deals with that objective and regular evaluations to council activities of its role and function in sessions are a precondition for the development of local councils. To attain this purpose, the evaluation field divided council's activities into four categories according to function of the Council: representative, legislation, decision, control. Then, the - 539 researcher developed 18 indicators to measure these four functional council activities. The results of study is as follows; First, the Eight Council gained the highest score. this council is gained the highest overall-function(81.7). especially, the third Council acquired the highest score in representing citizens and the Seven Council gained the highest score legislatives, Second, The result of analysis that Council-base and activities, also the Eight Council gained the highest score. On the other hand, The Fifth Council got the lowest score in Council-base and activities. On the basis of these result, policy implication are mainly discussed to improve council's function and activities in the Gangwon Provincil Council.
