본 연구는 경로의존모형이 제도변화를 설명할 때 생길 수 있는 한계를 사례분석을 통해 확인하고자 하는데 목적이 있다. 역사적 제도주의의 경로의존모형에서는 제도가 외부 충격(우발성)에 의한 급격한 변화 이후 경로 의존적으로 유지된다고 보고 있다. 이런 관점은 급진적 제도변화를 설명하기에는 유용하겠으나, 점진적이고 완만한 제도변화를 설명하지 못한다는 한계를 노정 한다. 최근 역사적 제도주의 연구자들은 제도변화 양태에 관해 초기 제도변화 이론의 한계를 지적하고 실증 분석에 활용할 수 있는 새로운 제도변화 이론을 제시하고 있다. 본 연구에서는 최근 역사적 제도주의에서 논의되는 제도변화 이론을 적용한 사례분석을 시도해 봄으로써 경로진화 개념의 활용가능성을 확인해 보았다. 정책변동의 결정적 사건을 중심으로 소득보장정책 변동 사례를 분석한 결과 소득보장정책 변동 패턴의 설명에는 경로진화 모형이 보다 적합하다는 사실을 확인할 수 있었다.
This study aims to verify the argument that path dependency model is limited in makingappropriate explanation of institutional change through a case analysis. Path dependency modelof historical institutionalism defined that institutions are path dependently maintained after asudden change by external shock(critical juncture). Such perspectives are considered useful whenexplaining a radical change of institutions, but are exposed to the limitation of being unsuitablefor explaining progressive and gradual change of institutions. Regarding the aspect of institutional- 401 -change, historical institutionalists point out the constraints of early theories on institutional changeand are recently suggesting a new theory on institutional change which is applicable to theanalysis of institutional phenomena of real world. This study tried to test some applicability ofthe concept of path evolution using a case analysis method. According to the result of caseanalysis, this study confirmed the fact that path evolution model is proper in explaining thechanging pattern of income security policy.
