우리나라의 농어촌 지역은 지방자치의 발전에도 불구하고 지역 간 경제·사회적 격차의 심화로 위기를 맞고 있다. 이런 상황에서 교육 여건의 개선을 통하여 인구유출을 막고 지역발전을 이끌어 내려는 지방자치단체가 늘어나고 있다. 일반행정기관의 직접적인 투자를 통해 ‘공립학원’이라는 새로운 시도를 하고 있는 순창군의 사례도 그 가운데 하나이다. 이 연구는 순창의 사례를 분석하여 농어촌 지역의 교육력을 제고할 수 있는 방안을 탐색하는 것을 목표로 하였으며, 이를 위하여 문헌연구와 함께 면담조사, 설문조사, 전문가조사 등을 실시하였다. 연구의 결과로서, 이 연구는 지역 교육여건을 보다 발전적으로 조성하기 위해 교육정책 및 활동의 협력네트워크를 구축하고 교육을 특성화하며 학생 개개인에 대한 집중 지원체계를 만들 필요성을 제기하였다. 또한 공립학원 형태와 같은 특수교육기관의 경우 입시 위주의 단기적 교육정책을 지양하고 교육의 공공성을 제고하여 지역 전체의 교육적, 문화적 환경 개선을 이끄는 기관으로 활용될 필요가 있음을 지적하였다.

To prevent the people-drain and revive the area, local governments have been interested in the educational renovation. Sunchang county established so called 'Official Academy' by direct investment of local government and have been successful in college entrance exam. Main idea of this study is to analyse the Sunchang case and make effective educational policy to improving the educational level in rural area. In this study, literature survey, interview survey and delphi method are used. To make better circumstances for education, establish the network among concerned groups, specification of contents, individual support system could be the effective policies. Regarding the Official Academy, short-term policy which is concentrated only on college exam should be denied. Education as a common wealth should be emphasised to develop the educational and cultural level of whole area by utilizing these facilities.
