우리나라의 경우 과학기술과 관련된 여러 부처들의 관여영역과 전담부처의 역할이 지속적으로 논란이 되어왔으며 강조점의 변화에 따라 과학기술에 대한 상위거버넌스가 변동되어왔다. 상위거버넌스의 한 축으로 연구회가 조정역할을 잘 수행한다면 국가위는 큰 틀의 전략적 우선순위 등의 역할만 수행하면 되기 때문에 그만큼 국가R&D에 있어서의 갈등과 중복, 그것으로 인한 비효율은 상당한 정도 해소될 수 있다고 판단된다. 이러한 측면에서 연구회에 대한 평가는 평가대상인 연구회를 통제하고 관리하기 위한 수단적 의미를 넘어서야 하며, 국가혁신체계의 중요한 축으로써 연구회가 발전할 수 있는 핵심요소를 평가를 통해 개발하고 조장할 수 있어야 된다. 본 연구는 산업기술연구회에 대한 평가에 대한 메타평가로서 지금의 연구회평가제도는 기대되는 기능과 역할을 수행함에 목적과 수단의 부정합성이 있음을 평가환경, 평가자원, 평가방법 및 결과활용차원에서 분석하고 이를 극복하기 위한 대안을 메타평가 항목을 중심으로 모색하였다. 핵심적인 결론은 연구회에 대한 평가가 평가목적을 실현할 수 있는 평가수단으로 개선되어야 한다는 것이며 이를 위해 연구회에게 필요한 권한과 자원을 갖추도록 하며 국제수준의 연구성과중심으로 평가지표를 대체하고 민간수탁고를 정부예산배분에 연계하는 등 평가결과 활용을 위한 제도적 조치를 시행하는 것이다. 연구회평가에 관한 분석평가는 현재 국가과학기술위원회 권한 및 연구회체제 효과성에 대한 논의, 과학기술부의 부활필요성 논의 등 다양한 과학기술 거버넌스 개편논의에 하나의 중요한 정책적 시사점을 제시하는 의의가 있다.
This study firstly aims to meta-evaluate the consistency current mission with the actual evaluation system as a tool. This meta analysis provides some implication that we have to discuss some policy alternations in order to develop research achievements. For this purpose, the 2010 evaluation for the ISTK(Korea Research Council for Industrial Science & Technology)was selected as a case study. The results show that the current evaluation system has some deficits and problems of implementation process in evaluation components. For this reason, this system will not properly realize the intial mission and function to upgrade ISTK for the world class research outputs of member research institutes. So, We discussed the developments of the institute evaluation system on the ISTK in the four perspectives of meta evaluation framework such as evaluation environment, evaluation resources, evaluation performance and evaluation utilization, in order to make it contribute the development of public science and technology activities. These recommendations mainly contain the consistency of mission and urgent target of ISTK with evaluation index, the expansion of the input of evaluation resources such as manpower, budget and information system and the institutionalization of evaluation results utilization.
