본 연구의 목적은 정부의 인문사회 분야 학술연구지원사업의 경제성을 평가하는 것이다. 이를 위해 인문사회 분야 논문 한 편의 편익을 추정한 후 연구비와 비교해서 편익/비용 비율을 측정하였다. 연구 결과, 연구원 인건비를 제외하고 측정한 인문사회 분야 논문의 편익/비용 비율은 0.40, 인건비를 포함하고 측정한 편익/비용 비율은 0.29로 나타났다. 분야별로 기타 인문학의 편익/비용 비율은 0.71, 어문학과 사학의 편익/비용 비율은 약 0.5로 추정되었다. 반면, 정치행정학과 기타 사회과학의 편익/비용 비율은 각각, 0.28과 0.33으로서 상대적으로 경제성이 떨어졌다. 인문사회 분야의 경우 분야에 따라 편익/비용 비율의 차이가 크다는 사실이 확인되었다.
This study aims to estimate the benefit-cost ratio of the national research fund for Humanities and Social Science. The main results are summarized as follows: The average B/C ratio of the Humanities and Social science was found to be 0.40(excluding the payments for graduate students) and 0.29(including the payments for graduate students), respectively. Looking into an individual discipline, there exists the phenomenon of bi-polarization. The B/C ratios of the Humanities are relatively high. The Humanities is an one extreme. The Politics/Public Administration is another extreme. The B/C ratios become less than 0.3 in these disciplines.
