박근혜 정부는 수산물의 부가가치 증대, 유통비용 절감 및 생산자와 소비자 모두의 이익을 도모하기 위하여 수산물 유통구조개선정책을 추진하고 있다. 이에 본 연구에서는 전략적으로 우선 추진되어야 할 사업을 계층구조분석(Analytical Hierarchy Process: AHP)을 통해 종합 분석하여 우선순위를 선정하고자 하였다. 분석결과 사업 우선순위는 산지거점유통센터, 소비지분산물류센터, 품질위생관리형위판장 등의 순위로 선정되었으며, 수산식품안전종합연구소는 가장 낮은 순위로 선정되었다. 전문가 그룹별 분석에서 전문가 1그룹(경영진)은 가공보관시설확충사업, 산지거점유통센터, 소비지분산물류센터 등의 순위로 선정하였으며, 로컬푸드산지마트를 가장 낮은 순위로 선정하였다. 전문가 2그룹(실무진)은 품질위생관리형위판장, 산지거점유통센터, 소비지가격안정사업 등의 순위로 선정하였으며, 수산식품안전종합연구소를 가장 낮은 순위로 선정하였다. 그리고 전문가 3그룹(연구진)은 산지거점유통센터, 노량진수산시장 2단계사업, 소비지분산물류센터 등의 순위로 선정하였으며, shop in shop구축을 가장 낮은 순위로 선정하였다. 정책적 제언으로 산지거점유통센터, 소비지분산물류센터, 품질위생관리형위판장 등의 우선사업 실시에 있어 어느 지역에, 어떤 규모로, 무슨 기능을, 몇 개소를 건립할지, 그리고 어떻게 각 사업을 연계하여 유통단계를 축소할지에 대한 구체적 실행계획과 방안 마련, 사업의 타당성 검증 그리고 사업을 뒷받침할 수 있는 관련 법률의 제정이 필요할 것으로 사료된다.
To promote the expansion of value-added of fisheries, the reduction of distribution cost, and the profit of both supplier and consumer, the Park Geun-hye government has been carrying forward marketing system improvement policy in marine products. Hence, this study is to set the priority by strategically and comprehensively analyzing the projects through the analytical hierarchy process(AHP). As a result, the projects was nominated in order of priority such as fisheries products processing & marketing center, fishery distribution center, sanitary quality-managed aquatic products consignment sale market, etc., but the fisheries food safety research institute has fallen to its lowest. In the analysis of each expert group, the expert group 1 (executives) selected in order of priority such as expansion business for processing and storage facility, fisheries products processing & marketing center, fishery distribution center, and so on, but the local food mart has fallen to its lowest. The expert group 2 (working group) selected in order of priority such as sanitary quality-managed aquatic products consignment sale market, fisheries products processing & marketing center, fishery price stabilization project, and so on, but the fisheries food safety research institute has fallen to its lowest. The expert group 3 (researchers) selected in order of priority such as fisheries products processing & marketing center, Noryangjin fisheries wholesale market step 2 project, fishery distribution center, and so on, but the establishment of shop-in-shop has fallen to its lowest. As policy suggestions, It is required that what region, any scale, what kinds of function, and how many centers are needed for the building of project priority such as fisheries products processing & marketing center, fishery distribution center, sanitary quality-managed aquatic products consignment sale market. And It is also required to map out a specific implementation and solution for the reduction of distribution stage, to test of project feasibility, and to enact the related laws for supporting the projects.
