이 연구는 2014년 6.4 지방선거 경남지역 여성후보자를 중심으로 여성후보자의성격과 선거과정을 살펴봄으로써 여성의 지방정치 참여과정과 현황을 검토하고 여성 정치세력화의 방향과 과제를 제시하고자 한다. 이 연구는 경남지역을 기반으로 여성후보자 전체에 대한 지역사례 연구로 여성후보자의 성격에 대한 심층적 접근이 가능하고 여성후보자들의 선거참여 과정을 구체적으로 살펴봄으로써 여성의 정치세력화 연구의 지평을 넓힐 수 있으며 총체적이고 종합적인 전망에 기여할 수 있다는 점에서 연구의 의의가 있다. 주요 질문은 다음과 같다. 첫째, 지방정치에 참여하는 여성후보자들의 전반적 성격은 어떠한가? 둘째, 여성후보자들의 선거참여 과정은 어떠한가? 셋째, 당선된 여성의원들의 성격은 어떠하며 당선과 낙선에 작용하는 주된 요인은 무엇인가? 넷째, 여성 정치세력화의 방향과과제는 무엇인가? 이 연구는 2014년 6.4 지방선거 경남지역 여성후보자 60명에 대한 선거공보, 신문보도, 참여관찰을 통한 자료수집, 기존 문헌자료들을 통해 이러한 질문들에 대해서답하고자 한다. 구체적인 접근방법은 선거공보에 나타난 항목들의 빈도나 상관관계등을 살펴보는 양적 방법과 관찰내용이나 신문자료, 선거공보의 내용분석을 통해 특성을 유형화하는 질적 방법을 같이 사용하였다. 여성 정치세력화의 방향과 과제에대한 연구결과는 다음과 같다. 첫째, 여성의 정치참여를 높이기 위한 여성후보 발굴과 여성후보 양성이 필요하다. 둘째, 여성의원들에 대한 역량강화를 통해 여성정치인의 전문성 확보와 정치역량 수준을 높여야 한다. 셋째, 여성후보의 경쟁력을 키우면서 적절한 홍보전략이 필요하다. 넷째, 지역 수준에서 여성의 정치세력화에 주된 관심을 두는 여성운동단체나 여성정치인네트워크가 필요하다.
The main purpose of this paper is to provide an analysis of female candidates who ran for the 2014 local election. By examining the characteristics and election process of female candidates in Gyeongnam province, this paper aims to find the goals and tasks for women’s political empowerment. The questions are as follows. First, what are the characteristics of female candidates to participate in local politics? Second, what is the election process which is experienced by female candidates? Third, what is the nature of elected female members in local councils and what are the main factors for female candidate to win the local election? Fourth, what are the directions for women’s political empowerment? Based upon the official leaflets of 60 female members and participational observation of female candidate’s election process for the 2014 local election in Gyeongnam province, major findings for women’s political empowerment are as follows. First, it is necessary to discover suitable women and raise the female candidates at the local level in order to increase women’s political participation and political empowerment. Second, female members in local politics must try to increase their expertise and political skills through various program for political empowerment. Third, it is important for female candidates to have a good PR strategy. Fourth, It is necessary to make women’s organization and women’s network which focuses on achieving women's political empowerment at the local level.
