보건복지부의 “의약품의 표시 및 기재사항”규정 개정에 따라 지정의약품의 경우 2012년 1월 1일부터 바코드 또는 전자태그의 표시 의무화가 적용되며, 전문의약품은 2013년 1월 1일부터 시행될 예정이다. 이에 따라 국내 모든 제약사들은 2D 바코드 또는 RFID 태그 도입을 본격적으로 검토 및 추진하고 있다. 그러나 국내 RFID 도입을 추진하는 업체들은 필요한 정보 항목 설정, 인식지점 결정 등에 서로 상이한 기준을 적용한 시스템 도입이 추진되어 산업내 관련 공급망의 협업체계 구축에 상당한 어려움이 발생하고 있어 관련 공급망 전과정의 표준화된 정보 제공 및 공유가 가능한 통제/운영 기준을 갖춘 표준 플랫폼의 도입이 요구된다. 본 논문에서는 RFID/USN 기반 표준 플랫폼 프로세스의 필요 정보생성, 권한 부여, 접속, 공유, 저장, 참조 등의 기능 실현을 위한 정보서비스 운영방법을 제안하여 RFID/USN 기반 표준 플랫폼 사용을 통해 물류/유통 과정에서 발생되는 정보의 추적성 향상, 부정제품의 유통 예방, 보다 안전한 정보교환 채널 제공, 플랫폼 요구사항 절차 및 규정을 준수하도록 관리 및 감독함으로써 물류/유통 과정의 정보공유 편리성과 투명성, 가시성을 향상시키고자 한다.
The Ministry of Health and Welfare mandates a notification of detailed information of medical drugs on RFID tag or 128-bar code, so it will be effective on January of 2012 for all designated drugs and on 2013 for all prescription drugs. In order to prepare this regulation, domestic drug manufacturers are currently evaluating and implementing the adoption of 2D bar code or RFID tag seriously. However, actual deployments of RFID technology by several domestic manufacturers have been carried out with different process requirements on RFID system operation(tag data, reading point & position, etc.), so lack of information sharing between supply chain participants is unavoidable. Therefore, the Standard Platform, which embedding common requirements of supply chain participants, is needed in order to increase efficient and transparent operation and management for supply chain collaboration. This paper proposes an information service operating method that supports the supply chain capabilities and process information creation, permission, connection, sharing, saving, and referencing in order to use a RFID/USN-based Standard Platform. The results will support for improving the traceability of products throughout supply chain, preventing the distribution of fraudulent products, providing more safe channel of information exchange, and improving the transparency of distribution and sale activities by managing the proposed process requirements of supply chain participants.
