본 연구는 북한핵무장과 관련된 국제간 상호역학관계분석을 통해 시스템의 공간구조 속에서 대북포용정책의 차원과 타당성을 논의해보고자, 시스템사고의 이론적 배경을 바탕으로 컴퓨터 시뮬레이션을 실시하였다. 이러한 연구결과는 크게 두 가지로 요약될 수 있다. 첫째는 북한핵무장은 국제적 힘의 관계 속에서 이루어지는 생존전략임과 동시에 국제간의 힘의 관계가 복잡한 시스템구조로 형성되어 있어 대북포용정책의 성과가 가시적으로 드러날 수 없는 구조적 특성을 가지고 있다는 점을 발견할 수 있었다. 둘째는 대북포용정책이 국제적 관계 속에서 단기적 측면에서는 성과를 나타내지 않을 수 있으나, 국제관계의 복잡성 속에서 나름대로 한국이 독자적으로 추진할 수 있는 보호된 가치(protected value)가 있는 정책이라는 점을 찾을 수 있었다.
In this paper, computer simulations which are based on Systems Thinking theories are operated to find out the position and validation of Sunshine Policy by analysing of international dynamics about nuclear-armed North Korea. Study results are condensed with two parts. The first, it is difficult to obtain viable outcomes of Sunshine Policy because North Korea's nuclear weapons program is a critical policy to survive in international power game, and moreover it is related with international complex system structure. The second, though Sunshine Policy is showed no results in international relations for short term, but it has 'Protected Value' to promote the independent policy of Korea in international complex system.
