이 연구는 우리나라 광역지방자치단체에서 운영되고 있는 참여제도의 실태에 대한 실증적인 분석연구 의 미비와 정책과정과 참여유형을 바탕으로한 참여제도에 대한 영향력 분석의 필요성을 바탕으로 진행되 었다. 먼저 정책과정과 정책유형에 중점을 두고 정책과정단계와 정책참여유형을 주민참여 관련하여 이론 적인 고찰을 하였다. 이론적 고찰을 통해서 정책과정에서 의제설정, 형성, 집행, 평가의 단계를 구분하였 고 참여유형은 정보제공, 협의형, 그리고 적극적 참여형으로 유형화를 시도하였다. 이 정책과정의 단계 와 참여유형을 바탕으로 실증조사를 통해 16개 광역자치단체에서 운영하고 있는 주민참여제도의 분류를 시도하였고 참여정도와 반영정도의 측정으로 참여제도의 영향력 분석을 하였다. 아울러, 정책과정과 참 여유형의 제도분석 그리고 참여정도와 반영정도의 영향력분석을 종합하여 심층분석을 시도하였다.
This paper recognizes the need for impact analysis of participation system on policy process and participation type as well as acknowledges the lack of empirical studies on participation systems in the metropolitan and provincial governments. First, a literature review focuses on policy process and participation types to find out the main steps of policy process and participation types. Based on policy process steps and participation types in the literature review, this study classified the participation systems of 16 metro & provincial governments. Then, it measured policy participation and performance levels of participation systems in the local governments and did an impact analysis of the participation systems. Finally, there is a further analysis to consider both the classification of participation systems and an impact analysis.
