이 연구는 국방･군사시설 입지갈등의 원인진단에 필요한 모형 개발을 목적으로 한다. 원인 진단이 정확하고 빠를수록 정확하고 빠른 해법을 모색할 수 있을 것이라는 기대에서이다. 또한 이 연구는 분석틀에 입각하여 가설을 검증하고 분석지표를 수정하는 연역적 글쓰기 대신, 상황과 맥락에 대한 1차적 관찰을 기초로 개념화와 이론화를 지향하는 귀납적 글쓰기를 추구하며 다 사례분석을 실시했다. 분석방법으로는 담론분석(주제분석)을 채택하고 담론분석의 일환으로 1차 범주화를 거쳐 114개 요약명제를 도출한 다음, 2차 범주화를 통해 26개 쟁점을 추출하고 3차 범주화를 통해 9개 갈등요인을 집약했다. 경험적 관찰 자료로는 특수전사령부 이천 이전 사례(육군), 제주해군기지 건설 사례(해군), 광주 군사공항 소음 및 이전 사례(공군) 등 3개 사례의 갈등현장에서 체증한 행위자 집단의 인터뷰 내용을 사용했다. 이를 통해 국방･군사시설의 입지(해군), 이전(육군), 운영(공군)을 둘러싼 민･군 갈등의 원인을 추적하는 한편, 향후 연구를 위한 분석틀로 활용할 수 있는 국방･군사시설 입지갈등의 원인진단 지표와 유형을 제시하고 있다. 이 연구에 따를때, 국방･군사시설 입지를 둘러싼 현 시기 민･군 갈등의 원인은 인지적 원인(시설 인식의 불일치, 사실 인식의 불일치, 위험지각의 불일치, 감정적 대립, 가치와 이념의 대립)과 구조적 원인(비용･편익의 불균형, 지자체장의 전략적 선택, 숙의적 협상･조정 기제의 부재와 도시계획과 국방･군사시설 사업계획의 충돌), 2개 유형으로 요약된다.
This article seeks to explore a model to be used for diagnosing the causes of conflict over siting of national defense or military facilities, along with the expectation of accurate and fast diagnosis leading to solutions. In order to do this, a multi-case study with selection of contrasting cases and discourse analysis was conducted. For empirical observation, data were obtained by interview with actor groups in three conflict sites: ROK special warfare command in Ichun (army), Jeju naval post (navy), and military airport in Gwangju (air force). This article then proceeds by tracing the causes of conflict between citizens and the military around the siting of national defense or military facilities (navy), their relocation (army), and their operation (air force), as well as suggesting indicators and types for diagnosing the causes of conflict over national defense or military facilities. The study chose inductive writing, which pursues theorization and conceptualization based on the first observation of situation and context, rather than deductive writing, which tests hypotheses and revises analytical indicators within the analytical framework. Then, 114 summarized propositions are elicited through the first categorization, 26 issues are extracted from the second categorization, and 9 conflict factors are collected through the third categorization. According to this study, the causes of current conflict between citizens and the military around the siting of national defense or military facilities are summarized as two types: perceptive cause (inconsistency between perceptions of the facility, disagreement on perceptions of the facts, discordance in perceptions of the danger, emotional confrontation, confrontation of value and ideology) and structural cause (inconsistency between cost and benefit, strategic choice of local governments’ heads, absence of deliberative negotiation and coordination mechanism, and conflict between urban planning and military facility planning).
