본 연구는 전국 해양경찰조직에 근무하는 경찰관 275명을 대상으로 설문하여, 조직문화가 조직정치지각을 거쳐 조직침묵에 이르는 과정을 매개효과검증으로 실증분석하였다. 분석결과 첫째, 집단・합리문화는 체념적 침묵에 부적(-)관계, 집단・발전문화는 방어적 침묵에 부적(-)관계, 위계문화는 방어적 침묵에 정적(+)관계를 나타냈다. 둘째, 위계문화는 조직정치지각과 정적(+)관계, 집단・발전・문화는 조직정치지각과 부적(-)관계를 나타냈다. 셋째, 체념적 침묵을 종속변수로 하였을 때, 독립변수인 집단・합리문화는 각각 조직정치지각에 의해 부분 매개되는 것으로 확인되었고, 방어적 침묵을 종속변수로 하였을 때, 독립변수인발전・위계 문화는 조직정치지각에 의해 완전 매개되고 집단문화는 부분매개되는 것으로 확인되었다. 본 연구를 통한 시사점은 첫째, 침묵을 예방함에 있어 조직문화는 다양한 차원에서 고려되어야 한다는 것, 둘째, 조직정치지각은 향후 조직침묵의 원인을 검증하는 연구에서 중요하게 다루어져야할 변수임을 시사한다는 것이다.


This aim of this study was to determine the path of organizational silence from organizational culture to organizational politics perception. For this purpose, data were collected from 275 employees of the Korea Coast Guard and analyzed by verifying the mediated effect. There were three main results. First, there are negative correlations between clan-market culture and acquiescent silence, and between clan-adhocracy culture and defensive silence; however, hierarchical culture has a positive correlation with defensive silence. The second finding shows that while hierarchical culture is positively correlated with organizational politics perception, clan-market culture and clan-adhocracy culture are not positively correlated with organizational politics perception. Third, clan-market culture as an independent variable is partially mediated by organizational politics perception when acquiescent silence is regarded as a dependent variable. Adhocracy-hierarchy culture as an independent variable is completely mediated by organizational politics perception and is partially mediated by clan culture when defensive silence is regarded as a dependent variable. The results of this study indicate that organizational silence has to be considered in various dimensions of organizational culture, and organizational politics perception should be considered as an important factor in further studies on the cause of organizational silence.
