오늘날의 글로벌 경제시대에서 기술이전은 제품개발 및 상품화의 첫 단계이면서 산업경쟁력 강화를 위한 핵심적 과제로 인식되고 있으며, 현재 기술이전에 대한 요구와 환경은 변화하고 있다. 이에 따라 우리나라 정부는 공공 연구기관에서 개발된 기술을 민간부문에 이전하여 사업화를 촉진하고, 민간부문에서 개발된 기술이 원활히 거래될 수 있도록 다양한 형태의 기술이전 지원기관을 설립, 운영하였다. 이러한 기술이전의 중심에 있는 5개 공공TLO 컨소시엄의 사업 및 활동의 평가는 그 중요성이 크며, 이들의 평가를 위한 평가기준들을 제시하고 체계적으로 분류하는 것이 중요하다 할 것이다. 본 연구에서는 공공TLO 컨소시엄의 평가를 위한 다양한 평가기준을 도출 및 선정하고, 각 기준의 상대적 중요도를 측정하며, 5개 공공TLO 컨소시엄에 실제 적용하여 이들 기관을 평가하고 이에 대한 결과를 토대로 결론 및 시사점을 도출하였다. 이때 각 기준의 상대적 중요도 분석 및 평가를 위해 다기준의사결정기법인 AHP(Analytic Hierarchy Process)를 활용하였다. 평가를 위한 기준으로 상위기준에는 기술이전 인프라구축, 기술발굴/기술평가, 기술마케팅, 기술이전 사후관리, 기술이전 실적의 5가지 항목을 두었고, 이들 각각에 대해서 하위기준들을 규명하여 총 14가지 항목을 두었다. 본 연구의 결과는 현재 진행되고 있는 사업을 포함하여 향후 기술이전을 위한 정부 및 기업의 대책을 수정 및 확장해 나가는 과정에 기초 자료로 활용됨으로써 우리나라의 기술이전 활성화에 기여할 수 있을 것이다.
In global economy era of today, technology transfer is being recognized as a core issue to reinforce industrial competitiveness. This has been changed by the requirement and environment for technology transfer. As a result of this change, government has transferred the technology developed by public research centers to the private enterprises and expedited its commercialization. Also, various forms of supporting organizations have been established and operated in order for the technology developed by the private sector to be smoothly transacted. Therefore, 5 public TLO(Technology Licensing Organization) consortiums' business and performance evaluation bear big significance since they are at the very center of technology transfer. When it comes to performance evaluation, it will be very important to present evaluation criteria and systematically classify them. This study deduced and selected a variety of criteria to evaluate public TLO consortium and measured relative importance of each criterion by using AHP (Analytic Hierarchy Process) method. This study actually applied the criteria to 5 public consortiums and evaluated them. Conclusion and limitation of this research were drawn from the analysis results. The result of this study will be meaningful as fundamental Information to modify and extend governmental alternatives for public technology transfer, including currently ongoing businesses in the forseeable future.
