이 글에서는 정책 환경이 빠르게 변화하는 정보통신 분야에서 10년 정도 유지되면서 성공적인 정책으로 평가받고 있는 이동통신 번호통합정책을 정책 진화의 개념을 통해 분석하였다. 진화적 관점에서 본 정책은 정책의 발현, 변이, 선택의 과정을 통해 진화하는 것으로 나타났다. 이 과정에서 진화를 구성하는 주요 요소인 경로의존성, 창발성, 공진화, 학습과 적응의 개념은 정책이 일관성을 유지하면서 환경의 변화에 적응하는데 영향을 미친 것으로 분석되었다. 구체적으로 정부의 정책적 경로의존성 및 정부･기업의 관계구조, 기업과 정부의 전략적 상호작용, 학습에 의한 정부 역할 변화는 정책의 일관성 유지에 영향을 주었고, 사용자 집단의 결집 및 시장 구조 변화는 정책 변화에 영향을 준 것으로 나타났다. 이에 따라 정책 유지를 위해서는 복잡한 정책 영역에 대응하기 위한 정부의 역할변화가 요구된다는 점을 밝히고 있다.
Korea’s policy to integrate cell phone numbers has been maintained for around 10 years with success in the information and communication sector amid rapid changes in the policy environment. This thesis looks into the policy using policy evolution concepts. From the evolution perspective, it developed through the process of expression, modification and selection. Path dependence, emergence, co-evolution and learning, which are main components of evolution, were found to have affected the policy so that it could adapt to the changes in the environment while maintaining its consistency. In detail, the government’s policy path dependence, relationship structure and strategic interaction between government and corporations, and learning derived change in the government’s role influenced consistency of policy while user group concentration and market structure change affected policy change. In order to maintain a policy, therefore, it is necessary to change the government’s role in response to the complexity in the policy arena.
