우리 사회는 주5일 근무(수업)제라는 시대적 대 전환기를 경험하고 있다. 특히 주5일 수업제의 도입은 청소년들의 삶의 방식에 대한 전반적인 변화를 수반한다는 점에서 기대와 우려가 동시에 나타나고 있다. 특히 청소년단체활동의 경우 주5일 수업제로 인해 수업일수 조정이 불가피한 상황에서 특별활동 자체가 축소 또는 제외될 가능성이 높아 이에 대한 대비책 마련에 고심하고 있다. 따라서 학교를 기반으로 지역사회와 꾸준한 접촉과 연계를 통해 활동의 중심축을 자연스럽게 학교에서 지역사회로 이동하는 정책적 노력 즉, 단체활동의 활동체질을 바꾸는 노력이 구체적으로 진행되어야 하는 것이다. 따라서 본 연구는 주5일 수업제의 실시에 따른 청소년활동정책의 변화 방향과 대응 방안을 모색해 보기 위해 청소년단체를 중심으로 연구해보고자 한다. 첫째, 주5일 수업제의 실시에 따른 청소년에 대한 인식의 전환의 필요성과 청소년단체활동의 변화에 대해 이론적으로 고찰해 보고, 둘째, 주5일 수업제 실시 이전과 이후의 청소년활동에 대한부분을 비교 분석을 통해 청소년들의 주5일 수업제에 따른 활동에 대한 의식변화에 대해 분석해 보고, 셋째, 주5일 수업제에 실시에 따른 청소년활동정책의 발전 방향을 청소년단체활동 중심으로 제시해 보고자 한다. 주5일 수업제는 시범학교운영을 통해 준비되고 2005년 3월부터 전국적으로 월1회 실시되었으며, 2006년에는 월2회 실시를 예고한바 있다. 이러한 변화 속에서 청소년활동의 변화 방향을 알아보기 위해 2003년 의식조사 자료와 2005년 실태조사 자료 중 활동부분을 비교해 봄으로써 청소년활동에 대한 청소년들의 인식의 변화를 분석하였다. 주5일 수업제 실시에 따른 청소년활동정책의 활성화를 위해서 청소년단체를 위한 제언은 다음과 같다. 첫째, 청소년단체활동 체질 개선을 위한 제도적 기반 조성. 둘째, 청소년활동을 위한 단체·시설의 전략적 공존. 셋째, 청소년단체활동 지도자 확보. 넷째, 청소년활동 지원체계 강화를 위한 정책적 노력들이다. 정책적 노력으로는 첫째, 청소년활동에 대한 사회적 인식전환을 위한 노력, 둘째, 청소년업무의 행정조직 강화 노력, 셋째, 청소년활동지원을 위한 재정확보 노력이다.

Our society have thought about to change school system to 5 days a week and this will bring pros and cons. This is very big changes for both students and teachers. Schools have to re-schedule for the class hours arrangement and because of time shrinking, student would not have time to enjoy their club activities. To minimize these problems social clubs have to put effort to change school based club activities to social based activities, in another word group activities should be introduced and encouraged. This research studies how the five days a week school hours system will affect on youth activity policy and make recommendation how we could minimize the problems it might occur. This report is focusing on 3 main topics. First, changes of students' life (mostly focus on group activities) after accepting five days a week school hour system. Second, survey results of how it is going to affect on student's group activities when the five days a week school hour enforced. Third, to implement 5 days a week school hours successfully what should be prepared and done. First of all, new policies and new structuring for youth group activities. Secondly, strategies for building new facilities and encourage society's involvement. Thirdly, build youth groups' to be specialized and unique. Fourth, secure and develop more youth group activity leaders and developers. And lastly, school facilities consignment during weekends. In the future, we have to give more thought on "how we could develop Youth Activities successfully." To achieve this all of the staffs on youth involved department should draw big pictures now and study frequently and try every possible way to make the situation better without any confusion.
