이 연구는 아동청소년정책 통합의 문제와 대안을 모색한 것이다. 1988년에 체육부에 청소년국이 만들어진 이래로 20년이 지난 2008년에 청소년업무가 ‘보건복지가족부’로 통합되었다. 통합이 시너지 효과를 거둘 수 있을지, 정체감을 손상시킬지 좀 더 지켜보아야 할 것이다. 보건복지가족부의 홈페이지나 대통령 업무보고 자료 등을 보면, “아동청소년정책”은 부의 명칭에서 사라지면서, 정책의 우선순위에서 밀려난 듯 하다. 예컨대, 2008년 보건복지가족부 일반회계 16,011,476백만원 중에서, ‘아동청소년’예산은 다른 분야로 섞여서 정확히 얼마나 되는지를 파악하기 어렵다. 정책통합의 의미를 찾기 위해서는 헌법과 아동권리협약의 내용을 보다 새롭게 해석해야 한다. 헌법상 국가는 청소년의 복지향상을 위한 정책을 실시할 의무를 지기 때문이다. 통합의 효과를 거두기 위해서는 지방정부의 조직이 통합되고, 인력과 법령도 통합되어야 한다. 새로운 아동청소년정책은 아동과 청소년을 삶의 주체로 인식하고 이들이 보다 행복하게 살 수 있는 환경을 조성하고, 이들이 자기주도적으로 삶을 살아갈 수 있는 역량을 개발하는데 역점을 두어야 한다.
