본 연구는 21세기 급변하는 농어촌 환경변화에 부합하는 ‘농어촌 아동·청소년정책’을 수립·추진하기 위한 농어촌 아동·청소년의 실태 및 문제점을 조사·분석하고 이를 토대로 향후 농어촌 아동·청소년정책의 방향과 과제를 모색하는데 그 목적이 있다. 이를 위해 2007년 4월부터 5월까지 약 4주간에 걸쳐 영·호남지역에 생활하고 있는 아동·청소년을 대상으로 영남지역에 600부, 호남지역에 600부를 각각 배부하였으며, 회수된 질문지 가운데 무응답 및 자료로 이용하기에 부적절한 질문지를 제외한 총 1,022부를 분석자료로 활용하였다. 주로 활용한 통계분석방법은 교차분석, Chi-Square이다. 본 연구를 통해 밝혀진 연구결과를 보면 그동안의 우리나라 농어촌 아동·청소년에 대한 육성·지원책은 국가청소년위원회나 농림부의 농촌진흥청 등 각기 조직이 추구하는 의도나 목표에 따라 다르게 적용되어 혼란이 초래되었고, 농어촌 아동·청소년육성정책의 방향은 주로 농업인력의 확보와 영농승계인력의 안정적 지원을 유도하기 위해서 농어촌 아동·청소년의 특수집단을 대상으로 영농부문에 국한되어 추진되었다. 이로 인하여 농어촌 아동·청소년의 비영농부분에 대한 육성·지원책은 소홀히 다루어졌다. 또한 농어촌지역이 도시지역보다 교육, 문화, 복지 등의 아동·청소년 관련 인프라 및 여건이 열악하기 때문에 도시지역의 아동·청소년에 비해 더 많은 관심과 정책적 지원을 받을 수 있어야 하지만 농어촌지역의 아동·청소년을 위한 각종 육성·지원책은 매우 부족할 뿐만 아니라 아동·청소년정책이 농어촌 및 농어촌 아동·청소년의 현실을 제대로 반영하지 못하고 있는 실정이다. 따라서 이 같은 농어촌 아동·청소년정책의 문제를 해결하고 향후 나아가야 할 정책방향을 제시하면 첫째, 지역과 직업기준에 따라 농어촌 아동·청소년의 개념 및 정책을 분리 적용하여야 한다. 둘째, 농어촌 아동·청소년의 비영농부분에 대한 아동·청소년정책이 확대·강화되어져야 한다. 셋째, 농어촌 아동·청소년 중심의 아동·청소년정책이 수립·추진되어져야 한다.

The SPSS 12.0 program was used in analyzing the data. Major statistic methods to analyze the collective data were frequency, Chi-square. On the basis of the major findings of this study, three propositions were made. First, it is requited to separate a conception of child and youth from policies for children and youths in accordance with region and job standards in farming and fishing villages. Second, Policies for non-young farmers in farming and fishing villages were expanded and strengthened. Third, children and youths-oriented policies in farming and fishing villages were established and performed.
