이 연구는 현재 우리 사회의 여러 부문에서 통합과 융합이 새로운 추세이자 사회구성원들이 갖는 문제해결의 중요한 접근방식임을 인식하고, 아동과 청소년 부문에서의 새로운 통합방안을 모색하려는 데 그 목적을 두고 있다. 특히 법률적인 측면과 정책적 측면에서 청소년과 아동의 통합 필요성과 가능성을 모색하였다. 연구의 방법으로는 문헌의 분석과 비교에 의존하였다. 연구의 결과는 다음과 같다. 첫째, 아동과 청소년 영역에서의 통합적 정책을 강구해야 하는 것은 시대적 요청이자 그 가능성에 있어서도 실현될 수 있는 바이다. 다변화하고 급변하는 사회 속에서 인간 성장 과정 중에 청소년기만을 별도로 개념화하기가 쉽지 않고, ‘이것이 청소년이다‘라고 정의내릴 수가 없기 때문이다. 또한 법률적 정책적 실효성에 있어서도 긍정적인 측면이 크기 때문이다. 특히 향후 인구변화 추이도 아동과 청소년 정책이 통합을 이루어내야 하는 배경이 되고 있다. 둘째, 법률적인 통합을 이루어 내는 것이 훨씬 더 큰 파급효과를 확보할 수 있으며 그 가능성도 높다 하겠다. 법률적 통합의 방안으로 현행의 아동복지법과 청소년복지지원법을 단일화하는 것을 적극 고려해 볼 수 있다. 셋째, 법률적인 통합보다는 좀 더 용이한 방법으로는 아동과 청소년 집단을 대상으로 한 정책의 통합을 고려해 볼 수 있다. 그 대표적인 것으로 들 수 있는 것이 2008년도부터 시행 예정인 제4차 청소년정책기본계획(2008-2012)을 아동청소년정책기본계획(2008-2012)으로 수정하여 시행할 수 있을 것이다.

Especially this study is to focus on policy integration in lawful term and in policy-making of children and adolescents. The methodology of the approach adopted was the literature analysis. Some major results are as follows: 1. The integration of policies for children and adolescents is an un-avoidable trend and requirement in term of decrease in coherent population of children and adolescents in recent years. 2. The lawful integration is the most effective one and necessary one in field of children and adolescents. For example, the Welfare Act for Children and the Welfare Promotion Act for Adolescents can easily merged into one act, temporary Welfare Promotion Act for Children and Adolescents. 3. The integration in policy-making can be possible for children and adolescents. Especially the Master Plan for Adolescents for 2008-2012 can be easily modified into the Master Plan for Children and Adolescents for 2008-2012.
