본고의 목적은 청소년문화의집의 역할과 기능을 충실히 수행하기 위한 시설운영의 체계적인 질 관리가 필요하다는 전제하에 기관평가적 측면에서 구안된 청소년문화의집 평가모형을 타당화하고 그 정책적 함의를 도출하는데 있다. 이를 위해 기관평가의 개념적 의의를 살펴보고, 청소년수련시설종합평가를 중심으로 청소년문화의집 평가사업과 관련 선행연구들을 고찰하였다. 본 연구에서 타당화의 대상으로 삼은 평가모형은 청소년문화의집 평가를 위한 6개 평가대영역, 14개 평가중영역, 31개 평가지표로 설계되었다. 타당화를 위한 조사대상은 청소년문화의집 운영책임자 193명, 관련전문가 48명으로 총 241명이며 온라인을 활용한 자기기입식 조사방법을 사용하였다. 타당화 분석결과 평가대영역은 73.8%가 타당하다고 나왔으며, 평가중영역의 타당성은 5점 만점 기준으로 최소 3.85이상으로 분석되었다. 31개의 평가지표에 대해서는 모든 지표에서 보통수준의 타당성을 나타내는 3점 이상으로 나타났다. 평가지표의 평가수행상의 수월성을 의미하는 평가용이성에서는 모든 지표에서 3점 이상의 타당성 수준을 보였다. 본 연구에서 도출한 정책적 함의로는 평가의 기본방향과 평가목적의 명확성 확보, 지역간․시설운영유형간 격차 해소, 평가결과의 실효적 활용을 제언하였다.
This paper's purpose is to investigate validity and implications of policy in youth culture center. In this study, first, it reviews theoretical literatures on the conceptual grounds for institutional evaluation, evaluation projects for youth culture center, and related studies in youth center. Second, it is investigate validity of evaluation model(total evaluation domain 6, sector 14, indicators 31) of youth culture center. Sample size is 241 in field staff 193 and related expert 48. Results of analysis of validity are that it is the valid evaluation model(73.8%). Validity level of this model is over all more than 3 validity point. And it is also over all 3 validity point in evaluation application(applying easiness). Third, implications of policy in this study are that it is important to establish evaluation purpose with policy direction, to bridge the gap in difference of regions and type of management agent, and to make full use of evaluation results for youth culture centers.
