본 연구에서는 청소년학의 전망과 과제를 논의하기 위하여 2013년부터 2015년 현재까지 우리나라 청소년지도분야의 국가직무능력표준(NCS)의 개발 현황과 내용을 직무분류체계 차원에서 검토 분석하였다. 이를 위하여, 청소년지도분야의 국가직무능력표준 직무분류체계 내 변화 과정을 살펴보고, 이러한 직무분류체계가 얼마나 타당하게 개발되었는지, 현장기반의 직무를 어느 정도로 망라하여 분류하고 정리하였는지를 중심으로 논의하였다. 청소년지도분야는 NCS 개발의 3년 동안 3번의 분류체계 변경이 있었으며, 세분류(2013년)에서 소분류(2014년)로, 상담․보육(소분류)(2013년)-사회복지(중분류)(2014년)-상담(중분류)(2015년) 내 ‘청소년지도(소분류)’로 변경이 이루어졌다. 이러한 청소년지도분야의 NCS 분류체계 변경은 청소년지도분야에 대한 내․외부자의 인식 차가 크며 분류체계의 체계성이나 안정성이 확보되지 않은 변동을 겪고 있음을 확인하였다. 향후 NCS 청소년지도분야의 추진의 청소년학계 및 산업현장에 미칠 수 있는 부정적인 영향을 줄이고 긍정적인 효과를 높일 수 있도록 청소년지도분야의 산업현장과 학계, 정책 분야의 넓은 인식 공유를 위한 노력이 이루어져야 할 것이다.

I considered whether the NCS of youth work might fully include the needs, the functions and the performance in the youth work field in Korea. In order to analyze the NCS for youth work, I tracked and analyzed the changes of classification hierarchies and the terms of youth work and the units of competency(task) levels, in particular for the sectors of youth activity and youth counseling/welfare. The outcomes of the analysis revealed the critical changes of classification hierarchies and terms for youth work areas and the experiences of inconsistent and confused classification categories. It should be considered seriously that the adequate and consistent classification categories of youth work be provided.
