본 연구의 목적은 청소년활동의 실태 및 요구조사가 효과적이고 지속가능한 형태로 발전할 수 있도록 수행방안을 제시하는데 있다. 이를 위해 전국 16개 지방청소년활동진흥센터의 2012년과 2013년 실태조사 자료와 6개 청소년관련 국가승인통계를 내용분석 하였으며, 현장 및 학계 전문가를 대상으로 표적집단면접(FGI)을 실시하였다. 분석결과, '12년과 '13년 실태조사는 각 시·도 센터에서 개별적으로 수행하여 목적, 시기, 예산 등에서 많은 차이를 보였다. 청소년관련 국가승인통계는 체계적 표본추출, 다양한 조사방법 등을 활용하여 주기적으로 실시되고 있었다. FGI 결과, 전문가들은 현행 실태조사의 문제점을 언급하며, 목적 및 개념의 명확화, 전국공통조사 실시, 지표개발 등의 개선점을 제시하였다. 분석결과에 기초한 발전적 수행방안은 전국단위 단일조사 수행체계 구축, 조사연구위원회 구성, 조사주기 및 기간 명확화, 표본규모 확대, 조사대상 및 방법의 다양화, 결과 공유 확대 및 연구 활성화, 신뢰도 향상이다. 본 연구는 국가적 필요에 의해 실시되는 청소년활동 실태 및 요구조사가 보다 체계적이며 신뢰성을 갖추어 수행될 수 있도록 실제적 방안을 제시하였다는 점에서 의의를 지닌다.
This study is to suggest the developmental performance plan of Youth Activity Current Status and Needs Assessment. For this research, we used content analysis to examine actual condition surveys by youth service center and youth national statistics, and conducted a focus group interview to field and academic experts. The results of the study were summarized as follows. The surveys by youth service center were performed ineffectively because each center had done individually. Youth national statistics, on the other hand, were systematic and scientific. And experts discussed needs of nationwide and regional investigation, well-defined purpose or concept, expansion of object, and index development. On the basis of this results we suggest a construction of performance system for a national-single-investigation and a composition of research committee, and needs of specific period, sample scale expanded, various object and method. Also, it is demanded sharing results widely, invigoration of researches, and reliability improvement.
