본 논문은 학생인권조례들의 내용들을 분석하고, 이러한 내용들이 제대로 실현되고 있는지를 점검할 수 있는 시계열적 실태조사를 이루기 위한 과제를 모색하였다. 이를 위해 첫째, 학생인권조례가 제정되어 있는 네개 지역의 학생인권조례의 특징들은 무엇인지를 도출하였다. 둘째, 학생인권조례 지역에서 실시된 학생인권실태 조사 결과 추이를 분석하므로써 학생인권의 증진정도는 얼마나 되는지를 파악하였다. 셋째, 학생인권 실태 조사를 위해 필요한 학생인권지표 및 지수 개발 현황들은 어떠한지를 살펴보았다. 넷째, 해마다 실시되는 학생인권조례 지역의 학생인권 실태를 비교선상에서 이루기 위해 필요한 개선 과제들은 무엇인지를 모색하였다. 그 결과, 학생들의 인권보장체계를 안정화하고 지속가능하기 위한 실태조사를 이루기 위해서는 첫째, 매해 시행되는 인권조례의 운영에 대한 실태조사에 나타난 문제점들의 보완, 둘째, 학생인권 실태 조사시 설문의 형식과 내용에 대한 통일성 도모, 셋째, 인권실태를 정확하고 객관적으로 비교하고, 시계열상의 추이를 분석하기 위한 인권지표 개발, 넷째, 학생인권 조례가 마련된 지역들의 인권 실태를 비교 분석하기 위해 공동으로 사용할 수 있는 인권지표와 지수의 개발이 필요하다.
This thesis analyze the contents of the student human rights ordinance and seek the task for accomplishing the research on the actual condition to check if these contents are realized properly or not. For this, first, we drew what is the characteristics of students human rights ordinance in four regions where they are legislated. Second, we grasped the degree of increase by analyzing the progress of the students human rights ordinance's investigation result that is enforced in the region of the human right ordinance. Third, we saw through how are the student human rights index and index development's present condition which is needed for investigating the actual condition of the student human rights. Fourth, we groped what is the improvement theme that is need to be accomplished by comparing the student human rights' actual condition of the places where is enforced annually. These problems are important not only the legal clear statements but also the grasp how the student human rights are obeyed actually. There are needed some issues to last the student human rights guarantee system and to research on actual condition sustainingly. First, we should compensate the defects that are shown in researching on actual condition about the management of the human rights ordinance. Second, we should planed unity of the survey form and content in researching on the actual condition about the student human rights. Third, we developed the index of the human rights to compare the realities of human rights actually and objectively and to analyze the time sequential progress. Forth, we need development of the human rights indexes and quotients that were used mutually to compare and analyze the realities of human rights on areas that was created the student human rights ordinance.
