우리나라에서 ICT 거버넌스가 효과적으로 기능하기 위해서는 정부 부처 간 그리고 정부와 학계, 연구계, 산업계 등 이해관계집단과의 정책 조정방식도 변화하여야 한다. 관련 기관과 이해집단들의 자발적인 참여와 협력을 바탕으로 개방적 논의를 통해 정책기조에 대한 합의를 형성하는 효과적인 조정방식이 필요하다. 이를 위한 효과적인 대안으로 유럽연합이 활용하는 개방형 조정방식(Open Method of Coordination)을 설명하고 한국적 상황에서의 시사점을 논의한다. 개방형 조정방식은 정책과정의 개방과 광범위한 참여를 통해 다양한 행위자가 수평적 관계에서 상호협력을 통하여 정책을 결정하고 집행하는 방식이다. 상호 조정과 합의 형성은 21세기 한국사회가 지향해야 할 방향이라고 볼 수 있다. 개방형 조정방식은 개방적이고 공개적이며 자율적인 조정과정을 통하여 반복적인 논의와 협의를 바탕으로 상호 합의에 근거한 조정이 이루어지는 틀을 제공해 줄 수 있는 것이다.
If we want to make ICT governance effectively function in Korea, it is necessary to change the method of policy coordination between government departments and stakeholders as well as between government departments. This study introduces the Open Method of Coordination functioning in the context of the European Union and discusses whether it is likely to have substantial implications for ICT governance in Korea. As a decentralized but carefully coordinated process, the Open Method of Coordination is a form of governance which has the potential to achieve policy coordination with mobilizing all relevant stakeholder such as enterprises, research institutes, non-government organizations and the academic community in a range of participatory processes. The Open Method of Coordination will give us a template to achieve common objectives through the alleged openness and broader participation of social actors in the policy process as well as the reliance on mutual learning and deliberation.
