본 연구는 그 간의 지역정보화 사업추진의 문제점을 점검하고 향후 지역정보화 사업의 체계적 추진을 위한 정책적 대안을 제시하고자 하였다. 지역정보화 사업의 문제점은 지방자치단체 정보화담당자(91명)를 대상으로 설문조사를 통해 분석되었다. 정보화담당자들에게는 정보화 비전과 전략, 정보시스템 개발과 활용, 정보화 기반, 정보화 사업 평가 등 4개 부분에 걸처 29개 문항에 대해 만족도를 5점 척도로 조사하였다. 조사결과 자치단체 정보화담당 공무원들은 대부분의 항목에 대해 ‘보통’정도로 평가하고 있는 것으로 나타나 전반적으로 개선의 여지가 많은 것으로 확인되었다. 본 연구에서는 이러한 결과를 바탕으로 상대적으로 낮은 만족도를 보인 항목(CEO/CIO의 리더십 관련 항목, 시스템 구축시 타당성 평가, 시스템구축에 따른 행정혁신, 기관내 지식정보 공유 정도 및 온라인을 통한 정책토론, 스마트폰을 이용한 대민서비스, 그리고 주요 정보화사업에 대한 사후 평가 및 평가결과의 반영)을 중심으로 이를 극복하기위한 정책적 대안을 제시하였다.
The study review projects of the Korean local informatization and propose policy alternatives. The performance review was done with a survey of 91 managers of local government's information system. The system managers were asked to evaluate the systems in terms of 5 point Likert scale 29 items classified with 4 areas like vision and strategies of informatization, system building and its utilization, organizational settings of informatization, and overall evaluations. Revealed by the survey was local government's policies and projects as "so so" and there is much room for future improvement. Found as important to be improved for local government was leadership of CEO/CIO, Innovation of organizational structures, Knowledge and information sharing within agencies, online polisy discussion, services for citizens via smart phones, evaluation of informatization projects and reflection of the results of evaluation into next polcy design.
