본 연구는 장애인보조기구 사례관리시범사업의 비용과 편익을 분석하고 있다. 사례관리시범사업은 총 5개소의 중앙 및 광역보조기구센터들에서 운영되고 있다. 로짓모형을 활용한 비용편익분석에서, 보조기구센터를 운영하는 비용은 약 10억 18백만원 수준이며, 수요자 편익은 12억 8백만원 수준으로 수요자 편익이 비용을 초과하며, B/C 비율도 1.19로 나타나고 있다. 보조기구센터를 통한 예산의 적절한 재배분로 부터의 편익도 발생한다. 한편 광역보조기구센터가 운영되는 지역에는 많은 장애인들이 거주하고 있어, 서비스가 확대되는 만큼 편익도 증가될 것으로 보인다. 또한 현재 보조기구센터 시범사업을 실시하며 경험을 통한 노하우의 축적은 센터 운영의 효율성을 더욱 증대시킬 것으로 기대할 수 있다.
This paper represents the cost-benefit analysis of the pilot project on case management for persons with disabilities using assistive devices. The pilot project is operated in the five assistive device centers for person with disabilities. According to the cost-benefit results estimated by logit model, the cost of operating the centers is around 1.02 billion Korean Won, while the consumer benefit is about 1.21 billion Korean Won. The benefit cost ratio is 1.19. In addition, the benefit from properly redistributing budgets is expected. Moreover, the expansion of services through the centers is likely to increase consumer and public benefits. Furthermore, the knowhow from the center operations are expected to serve as useful assets to magnify the efficiency when another centers are installed.
