서울시교육청은 영재교육 내실화를 위한 『제2차 영재교육 종합 발전 계획(안)』2008년 2월 발표하였다. 이 계획안은 2003년부터 5년간 시행해 온 영재교육의 성과를 분석하고 이후의 중장기적인 전망을 밝혔다. 이에 서울시교육청은 2009년도부터 초등학교에 미술영재교육을 전격 실시할 예정이다. 그러나 초등학교 현장은 아직 미술영재교육 실시를 위한 준비가 전혀 이뤄지지 않은 상태다. 이에 본 연구는 미술영재에 대한 개념과 특성을 문헌연구를 통해 밝히고 필요성을 조사하였다. 그리고 현재까지(2008년) 서울시교육청에서 중·고등학생을 대상으로 실시한 미술영재교육의 현황을 분석하여 초등 미술영재교육에 주는 시사점을 알아보았다. 중·고등 미술영재교육의 현황을 분석한 결과에 의하면 초등 미술영재교육은 미술영재의 정의, 교사확보, 판별도구 개발, 재정확보 등의 여러 가지 준비할 사항과 극복할 문제들이 도출되었다. 또한 현재 국내에서 초등학생을 대상으로 미술영재교육을 실시하고 있는 기관(한국예술영재교육원과 대구교육대학교 미술영재원)의 선발과정, 교육방법, 교육시수 등을 조사하여 초등 미술영재교육의 가능성을 탐색하였다.

It examined instructional method, process of selection, education time by Korean National Institute for Gifted in Art and Daegu teachers' University visual arts gifted education. Research present solution plan for the problems which had become escape presented. And led and a direction about execution method through out present condition of different elementary visual arts gifted education.
