이 연구에서는 국가인적자원개발의 효과성 제고를 위하여 우리나라 미래의 직업교육체제가 어떻게 설계 되어야 할 것인가에 대한 논의를 전개하였다.우선 국가인적자원개발을 위한 직업교육경로측면에서 우리나라의 직업교육체제를 분석한 결과, 제도적으로 개인의 진로를 지원해 줄 수 있는 계속직업교육체제가 구축되어 있지 않으면서도 개인의 선택권을 강화할 수 있는 직업진로지도 및 지원체제가 미약한 상황이다. 학제적 측면에서의 문제점으로는 우리나라 직업교육 관련 학제가 여러 주요 국가와는 달리 자체적인 독자적 논리성과 계속적인 체계 속에서 이루어지지 못하고 있으며, 일반교육의 보완 차원에서 이류교육으로 서열화 되어 있다.연구 분석 결과를 바탕으로 우리나라 미래형 직업교육의 체제를 설계하는 데 있어서 고려해야 할 기본 방향은 다음과 같다.첫째, 다양한 직업교육체제는 수요자의 선택권 보장을 전제로 설계되어야 한다. 둘째, 미래형 직업교육체제는 평생직업교육체제의 구축을 목표로 연계화에 초점을 두어야 한다. 셋째, 미래형 직업교육체제 설계시 직업교육의 내실화가 전제되어야 한다. 넷째, 미래형 직업교육체제는 직업교육체제의 다양화를 통해 이루어져야 한다. 다섯째, 미래형 직업교육체제는 직업교육기관의 자율화를 바탕으로 이루어져야 한다. 여섯째, 미래형 직업교육체제는 형평성에 근거하여 이루어져야 한다.이러한 기본 설계 방향에 터하여 이 연구에서는 우리나라 상황에 부합하는 미래형 직업교육체제를 제안하였다.

In this study, I illustrated how the Korean future vocational education system has to be designed to improve the effectiveness of NHRD. According to the Korean vocational education system analysis, on the aspects of vocational education pathways for NHRD, systematically there is no established continuum vocational education system, and there is not enough job, career guidance and supporting system to strength the individuals’ right of choice. Also, as the school system problem, Korean vocational education school system is not established with its own logic and continuous system unlike other important countries and it is ranked as a second-class education which supports the general education. The basic directions for the Korean future vocational system design based on the research result have to consider the followings. Firstly, various vocational education systems have to be designed on the assumption that users’ right of choice is secured. Secondly, future vocational education system needs to focus on the connection with the goal of lifelong vocational education system design. Thirdly, the future vocational education system is designed on the assumption of the substantiality of the vocational education. Fourth, future vocational education system has to be developed through diversity of vocational education systems. Fifth, the future vocational education system has to be developed based on the liberalization of vocational education organization. Sixth, the future vocational education system has to be developed based on the equality. In this study, I suggest future vocational education system which is suitable for the Korean circumstances based on the basic design plan.
