최근 행동경제학에선 경험연구와 실증이론의 개발 이외에 규범적 분석과 정책적 개입이 자유 온정주의와 비대칭적 온정주의라는 이름 하에 이루어지고 있다. 이러한 새로운 시도는 행동경제학자들이 그들의 기존 연구에선 명시적으로 드러내고 있지 않던 많은 것들을 보다 명확히 드러내는 계기가 되었다. 본 논문은 바로 이 점에 주목하여, 규범적 분석과 정책관련 논의가 생성된 후 수면 위에 떠오른 행동경제학의 인간에 대한 기본 관점, 보다 구체적으로는 행동경제학에서 받아들여지고 있는 합리성의 기준을 조명한다.
Behavioral economists have recently embarked on normative analyses and policy interventions, in addition to their business as usual, i.e., performing empirical studies and developing positive theories. Their policy-oriented studies, currently being pursued under the banner of libertarian paternalism and asymmetric paternalism, deserve attention because, among other things, they help us lay bare what remained implicit in behavioral economists’ research practice. By paying attention to their attempt to build behavioral welfare economics, the present paper sheds light on the dominant perspective on humans within behavioral economics, in particular the standard of rationality taken for granted in behavioral economics.
