The purpose of study is to evaluate the relationship between the flight attendant’s empowerment and conflict and organizational effectiveness (turnover and organizational citizenship behavior). The result can be summarized as follows. (1) Empowerment may have a negative impact on conflict and turnover. (2) Empowerment is quite significantly related to organizational citizenship behavior. (3) In analyzing demographic characteristics(sex, class of position, scholarship, marital status, and length of service) a significant difference in all parameters occurred. From these results, it can be suggested that effective empowerment is essential for the optimal personnel management and to raise the level of service mind in flight attendant. Also according to the basic demographic characteristics, it can be postulated that continuous program of empowerment must be individualized for flight attendant. In addition, it is necessary to apply ‘feed back’ system by which manager can make a more flexible and effective program.
