Kangwon Land is only where Koreans are able to enjoy casino games in Korea because the other 16 casinos are admitted only for foreigners. Since the opening in 2000, Kangwon Land has played an important role to boost a local economy, create job openings, and generate the considerable payments for central and local governments. However, the National Gaming Control Commission(NGCC) founded in 2007 tightens regulations on Kangwon Land, due to the reason of protecting such social problems as gambling addiction, family breaking-up, and suicides from the casino. So, NGCC introduced an electronic card that can trace players' all cash flow generated in the casino and plans to apply next year. Kangwon Land insists that the card could intrude an individual privacy and cause a conflict with residents now that NGCC's introduction of the card is an unilateral decision without consent of local residents and the casino. Kangwon Land suggested some problems on NGCC's decision; economic losses averaging 1.58 billion dollars per year, legal contradiction, retrogressive international trend on casino, and illegal, internet, and overseas gambling. It is important that there are two sides in a coin.
