This study is to identify the effects of transformational leadership and transactional leadership on organizational citizenship behavior of travel agency's employees and the mediating effects of empowerment between transformational leadership and transactional leadership. The results are summarized as follows. First, individual consideration has positive impact on conscientiousness and intellectual stimulation has positive impact on altruism, courtesy, civic virtue, sportsmanship and inspiration has positive impact on altruism, conscientiousness, courtesy, civic virtue, sportsmanship. Second, contingent rewards have positive impact on altruism, conscientiousness, civic virtue, sportsmanship and management by exception has positive impact on conscientiousness. Third, empowerment has partial mediating role between transformational leadership and organizational citizenship behavior. Lastly, empowerment has partial mediating role between transactional leadership and organizational citizenship behavior.
