The aim of this study is to develop an objective index point and model for evaluating tourism competitiveness of cities. This study attempts to formulate a preliminary indicator through the previous researches on tourism competitiveness. It also proposes the Korean index and model of city's tourism competitiveness developed by three consecutive surveys using Delphi method on 195 tourism professionals. The evaluation criteria is comprised of six factors: competency of the local governments, human resources, intellectual resources, tourism infrastructure, the capability of creating culture, and tourism performance. Further, this research provides an assessment of 234 regional cities in Korea. This study identifies the following implications: First, the local governments need to identify their own competitive edge, and emphasize it to implement its leverage. Second, the central government should optimize the allocation of resources to boost competitiveness in the global realm by conducting comprehensive assessments, and differentiate funding in accordance with its tourism policy. Third, this scholarly work shed light on the significance of urban tourism competitiveness evaluation which has gained relatively less attention thus far. Policy makers can utilize this study to promote a sustainable tourism which is directly related to advancement of the country’s overall tourism competitiveness.
